Based on the official procedural standards of Dubai's Ministry of Human Resources and Emiratization (MOHRE), General Directorate of Residency and Foreigners Affairs (GDRFA), and other authorities, the following details the core steps, responsible agencies, and timeline for general work visa applications in 2025, for reference by enterprises.
1. 配额与工作许可申请 Labor Quota & Work Permit Approval
a.负责机构:迪拜人力资源与酋长国化部(MOHRE)
Responsible Agency: Dubai Ministry of Human Resources and Emiratization (MOHRE)
b.标准耗时:预计2-5个工作日
Standard Processing Time: 2-5 working days
c.核心要求 Core Requirements:
i.申请主体须为阿联酋合法注册企业,由企业授权签字人提交申请。
The applicant must be a legally registered company in the UAE, and applications must be submitted by an authorized signatory of the company.

2.入境许可审批 Entry Permit Application & Approval

Responsible Agency: Dubai General Directorate of Residency and Foreigners Affairs (GDRFA)
b.标准耗时:预计1-3个工作日(电子审批模式)
Standard Processing Time: 1-3 working days (electronic approval mode)
c.核心要求 Core Requirements:
i.由雇主凭MOHRE工作许可,通过GDRFA在线系统提交申请。
The employer shall submit the application through the GDRFA online system using the MOHRE work permit.
ii.需上传员工护照扫描件(有效期≥6个月)、白底证件照(3.5×4.5cm)等材料。
Scanned copies of the employee's passport (valid for ≥ 6 months) and white-background ID photo (3.5×4.5cm) must be uploaded.

1. 材料合规性:若学历证明为境外发出,通常要求经过合法化/认证流程(如由出具国有关部门、当地外交部或教育部、随后经 UAE 大使馆/领事馆认证,最终由 UAE MOFA 认证)以确保被 UAE 当局接受。对于无犯罪记录 / 良好品行证明 (Good Conduct / Police Clearance),在许多签证/移民程序中也需经过本地认证、使馆认证、MOFA 认证等步骤。
如提交伪造或不真实材料,申请可能被拒绝、签证被撤销或产生法律后果。
If the educational certificate is issued outside the country, it usually needs to go through a legalization/authentication process (e.g., authenticated by the relevant authorities of the issuing country, the local Ministry of Foreign Affairs or Ministry of Education, then by the Embassy/Consulate of the UAE, and finally by the UAE MOFA) to ensure acceptance by the UAE authorities.
For the Certificate of No Criminal Record / Good Conduct (Police Clearance), it also needs to go through steps such as local authentication, embassy authentication, and MOFA authentication in many visa/immigration procedures.
If forged or untrue documents are submitted, the application may be rejected, the visa revoked, or legal consequences may occur
